Numerous Jobs for Sale in Government Parastatals

Amidst stunning unemployment scourge in the country, MDAs have resorted to employing through the back door, a practice that has been seen as an employment heist in the country.
Investigations by Investigation reveal that these jobs are sold to prospective job seekers who pay as high as N250, 000 to secure the jobs.
According to National Bureau of Statistics unemployment rate in Nigeria is reported to have increased to 10.40 percent in the fourth quarter of 2015 from 9.90 percent in the previous period. The number of unemployed persons went up by 518 thousand to 8 million and labour force population rose by 1 million to 76.95 million.
It further states that underemployment rate grew to 18.7 percent (14.4 million), compared to 17.4 percent (13.2 million). Unemployment Rate in Nigeria averaged 8.85 percent from 2006 until 2015, reaching an all time high of 19.70 percent in the fourth quarter of 2009 and a record low of 5.10 percent in the fourth quarter of 2010. However, by the end of this year, the rate is projected to plunge a bit further to 10.80 %.
However, investigation also revealed that instead of advertising jobs openly for the teeming unemployed, MDAs acting strangely have been employing through the back door under the guise of replacement.
One of the major culprits is the Central bank of Nigeria which within a space of 6 months has been recruiting management cadre secretly without recourse to engagement rules. Insiders lament that the situation is so bad that one could come to the office to meet a new boss never seen before. The situation is the same in other parastatals which claim that the exercise is merely for replacement.
Replacement and recruitment?
Despite widely spread speculation that there is a secret employment going on in some para-military formations. Nigeria Security and Civil Defence Corps, NSCDC said it is not recruiting but doing replacement.
Civil Defence Public Relations Officer, an assistant commandant, Emmanuel Okeh, told  our source yesterday that there is a heavy shortfall in the workforce of the corps following the federal government’s directives that the organization should deploy some of its personnel to the north-east, mining sites and dams.
The NSCDC’s spokesman also denied information that there are still volunteers in the Corps.
He said, “We don’t have volunteers anymore in the system because we have reintegrated some of them into the mainstream and are now regular personnel. What happened was that when we deployed 5,000 regular personnel to the north-east region to join forces with the military and fight Boko Haram, 5,000 to man mining sites and 3,000 to dams across the country, there was a heavy shortfall in the workforce so we decided that those who were working for us as volunteers at the local government level, in the creeks, as informants and intelligence gathering, we brought them in to replace the 13,000 regular personnel that have been deployed to northeast mining sites and dams. This volunteers who have been reintegrated into the corps are currently undergoing training in some military formations and will soon come out as refined officers”.
But the Nigerian Immigration Service, NIS said it could not comment on whether or not there is an ongoing recruitment or replacement in the service.
NIS spokesman, Mr. Ekpedeme King told our source that the matter of recruitment or no recruitment has been handled by the Ministry of Interior, which is the coordinating ministry for all para-military organs of government.
King advanced reasons that it is customary that once the mother ministry has issued a statement on an issue, no para-military organ is allowed to comment and that only the chief press secretary in the ministry has that authority.
Job scam at UBEB
Our source also gathered that presently, Universal Basic Education Board, UBEB is secretly employing and it is not made official. A source who is a top civil servant said that these employments are illegal because in civil service rule, any job that is not advertised publicly and does not reflect federal character is illegal. She also said that the exercise ‘is highly commercialised and people pay as much as N500,000. These jobs are being used to settle cronies and even senators send names of candidates for this illegal thing. The usual reason is that they are replacing those who have retired, resign or absconded’.
She maintained that, any form of replacement is employment which should have been thrown open for people to compete for through the selection processes of interviews.
